~The Kumogakure Contract Collective~

Founded by Tosokurui Ashikoki Hojo The Kumogakure Contract Collective is as the name states, a storage facility for contracts, a place where summoning contracts are made between peers, and a place where shinobi of the village can use contracts provided by other shinobi in order to get in touch with these certain individuals faster.

Definition: A contract is for the most part is commonly known as an agreement between two parties translated into an appropriate fuuin and then placed upon a scroll to determine finality. Typically associated with animal summons the contracts they make with their summoners are usually kept to their specific isle. The contract collective however is a place where fellow Kumogakure Shinobi may make and form contracts with one another.

Services:

•Storage:
The Contract Collective will store any contracts made personally between individuals free of charge. Suffice to say leaving your contracts in their care could be risky should a rogue or misfortune befall the facility.

•Universal Contract
A Universal Contract functions as such. After forming a special contract with the facility you give permission for the facility to use the formed contract. Whomever is thus in possession of the scroll the contract was made on is given the ability to summon the individual via summoning and or reverse summoning. Often a Universal Contract is kept by the storage facility and temporarily given to a person or used by the staff to try and summon the person or send a person to said individual via reverse summon. As all contracts however a Universal Contract requires the consent of participating parties.

•Pacted Contract
A Pacted Contract is a common contract made between two individuals. When both parties are present for the creation of the Pacted Contract the individuals are then capable of summoning one another via reverse or normal summoning techniques. Unlike the Universal Contract the Pacted Contract does not need to be in possession of any party and functions solely to allowed the pacted individuals to summon one another. As long as this contract remains in tact the pacted individuals will be able to do so freely. As all contracts the consent of individuals is required.

•Bound Contract
A Bound Contract is a contract made by either a body guard or someone fiercely loyal to a person...or as punishment. A bound contract functions similarly to the other contracts aside from a few thing. The contracted will recieve a fuuin symbol placed on their person as though a seal. The Bound Contract is then given to the contractor. The contractor may then use the Bound Contract scroll to use summoning or reverse summoning to summon either themselves or the contracted. Unlike the other contracts there is no consent. The owner of the Bound Contract can summon the contracted regardless of consent. Distribution of Bound Contracts is not a simple one either requiring Kage Permissions if a punishment or a demonstration of fierce loyalty.

•Restraining Contract
A more legislative contract in short is a Restraining Order. After both individuals attend something similar to a court hearing determining whether a Restraining Contract is truly necessary a fuuin not unlike that of a seal is placed on the individual to be kept away from the holder of the Restraining Contract. At the will of the owner of the Restraining Contract upon seeing the individual they may then unravel the Restraining Contract and the contracted is sent to the KPD jail for either a stern talking to before release or serving a short sentence.
